Stepping away, not down: Vivian Flowers leaves the Capitol to run for Pine Bluff mayor

State Rep. Vivian Flowers (D-Pine Bluff) is serving her fifth term in the Arkansas Legislature. If she wanted to, she could seek — and likely win, if history is any evidence — another six years. But she is leaving that prestigious position to run for local office instead, challenging an incumbent for mayor of Pine Bluff.
